The Dollies love cinched waists & full skirts and incorporate lots of color into their looks! Forever 21 usually has lots of girly items as well, and are very affordable.

As far as makeup, go for glitter eyeshadows & eyeliners, lots of mascara or even false lashes, and a bold lip! MAC & Urban Decay have great stuff.
